MP and Minister explore science development in City

08 July 2008
Roberta Blackman-Woods (City of Durnam) today welcomed the local government Minister, John Healey MP, to Durham for a wide-ranging meeting and discussion about economic development in the City and the role science and technology could play in the County’s future and how the new unitary authority will drive forward development in this area.

The meeting took place at the new Science Learning Centre at Framwellgate Moor in Durham and as well as the two MPs it was attended by key figures from the new unitary authority including the leader, Cllr Simon Henig, and two cabinet members, Cllr Claire Vasey (Children and Young People’s Services) and Cllr Neil Foster (Economic Regeneration). In addition there were representatives from the county’s business community, ONE North East, the Government Office for the North East (GONE), Joan Sjøvoll, the head teacher of Framwellgate School and Stewart Watkins, the Managing Director of the County Durham Development Company.

Roberta said,

“I was delighted to welcome the Minister to our city for this important discussion. I have been strongly promoting science and technology as key factors in Durham City and County Durham’s future and I am pleased that today’s meeting took that agenda forward."

Roberta backs End Child Poverty campaign

25 June 2008
Roberta Blackman-Woods demanded that the Government ends child poverty as she signed up to the “Keep the promise” campaign”. She called on people to back the campaign and demand a better future for children in the City of Durham.

The campaign is being run by End Child Poverty, which is mobilising public support to ensure the Government keeps its promise to end child poverty. Without urgent investment in the next year any progress on child poverty is at risk. The charity is asking people to sign an online petition, campaign locally, and attend the largest ever event to end child poverty, in London on October the 4th this year.

Roberta Blackman-Woods MP said,

“Child poverty robs people of the opportunities to succeed in education and in the workplace. We can see the damage poverty does for children and our country. Please join me, support the campaign and help end child poverty.”

“City Council has no interest in city centre affordable housing,” says Roberta

25 June 2008
Roberta Blackman-Woods MP (City of Durham) has hit back at Durham City Council and the Government Office for the North East (GONE) for a complete lack of interest in the delivery of affordable housing at Byland Lodge in Durham City Centre.

Dr Blackman-Woods said,

“Although asking the Government Office to turn this application down was a long shot, I think their decision is atrocious and goes against everything I believe the Government is trying to do. I am think they are completely wrong to do this because I believe the City Council is in breach of national planning policy. Apparently the City Council and GONE are happy to see areas of Durham transformed into low-income ghettos while the city centre becomes the preserve of the wealthy. I want to see mixed communities in our city and I think the public agree with me.

“It is, however, not surprising that GONE chose not to intervene in this decision as their planners have shown great reluctance to stand up to the City’s planning department in the past. That’s why I have asked questions in the House about this before [see 23 Nov 2006 : Column 216W and 22 Nov 2006 : Column 116W]

Court outcome vindicates local campaign against lap dance club location

23 June 2008
Roberta Blackman-Woods MP (City of Durham) has welcomed the decision of the High Court not to grant a judicial review into the matter of a lap dance club application in her constituency. This matter was brought to the High Court by the applicant after the permission granted by Durham City Council for a lap dance club on North Road was overturned by the Magistrates’ Court in Durham thanks to a concerted campaign by the MP and local residents.

The Magistrates’ Court found that the City Council were wrong in granting this application in the first place on all 4 of the licensing objectives. The High Court’s decision has reinforced that decision and details that there is absolutely no need for a review into the matter.

In his decision, Sir George Newman writes, “It is absurd to suggest that a table dancing club with booth dancing will not impact upon a neighbourhood,” and cites the evidence given by Dr Blackman-Woods. This is exactly what the MP has said from the beginning.

MP introduces lap dance licensing Bill to Commons

18 June 2008
Roberta Blackman-Woods MP (City of Durham) has today introduced a Bill to the House of Commons to change the way lap dance clubs are licensed. Roberta has been involved in a campaign to make this change ever since a club was granted a license in Durham by the City Council, but which was overturned on appeal to the Magistrates’ Court.

Dr Blackman-Woods’ campaign is being supported by 70 MPs so far as well as the Fawcett Society and Object.

Dr Blackman Woods said,

“This is not about moralising. This Bill does not seek to ban lap dancing clubs. It merely seeks to strengthen and add to the criteria that can be taken into consideration when deciding whether to license one in a particular location."

“Brandon’s mural project a great example of youth provision,” says MP

16 June 2008
Roberta Blackman-Woods MP (City of Durham) visited the Brandon Carrside Youth and Community Centre in her constituency on Friday to see the new mural that young people and local artists have been working on. Over fifty young people aged 8 to 18 have been working on this project.

Roberta said,

“The mural is wonderful and those who worked on it should be really proud of what they have achieved. I was really pleased to hear that the young people – boys and girls – who have been involved in the project have been really enthusiastic about it. I want to thank Emma Beattie and Stuart Flude who were the local artists involved in this project, and the centre manager, Julie O’Connor, for their hard work and dedication.

Durham MP and Usdaw union welcome new Carers’ Strategy

12 June 2008
Roberta Blackman-Woods MP (City of Durham) joined with Usdaw, the trade union at the forefront of campaigning for working carers, to welcome yesterday’s Carers Review, including £150m funding for more respite care and short breaks for carers, as well as the commitment that carers will be supported so that they are not forced into financial hardship by their caring role.

The MP spoke with working carers about their difficulties juggling work and care and the financial hardships that they face at a meeting organised by Usdaw.

Roberta said,

“I was delighted to meet with some of the millions of hard-working carers who do such a vital job and show tremendous dedication. I will give them as much help as I can, so I am working with Ministers to ensure that carers receive more financial support and to make sure that the benefits system does not prevent carers from entering paid employment or full-time education.

MP slams City Council for double standards on affordable housing

06 June 2008
The MP for the City of Durham, Roberta Blackman-Woods, has been frustrated by the City Council’s inconsistent approach on affordable housing, accusing them of double standards on the issue.

Two separate developments, which are going to be determined at a meeting of the City Council’s Development Control Committee on Wednesday 11 June 2008, highlight the problem.

Dr Blackman Woods said,

“In one case there is an application for 26 dwellings on land at Doric Road in New Brancepeth, all of which will be provided as affordable housing. Although I understand there have been some issues in relation to consultation with current residents, the provision of a higher than normal level of affordable housing is commendable.

MP continues to press for Free School Meals pilot

29 May 2008
Following a visit to Hull, Roberta Blackman-Woods MP (City of Durham) has upped her campaign for Free School Meals pilots to be established. Hull used to be one of the only places where there were universal free school meals until the Lib Dem-run City Council shamelessly axed policy which had been implemented by the previous Labour administration.

Roberta visited Hull with the local MP, Diana Johnson (Labour, Kingston-upon-Hull North) and Sharon Hodgson MP (Labour, Gateshead East and Washington West).

Speaking on her return to Durham, Roberta said

“It was great to able to visit Hull and be able to speak directly to those involved in the scheme which the Council brought in when it was run by a Labour administration and axed by an incoming Liberal Democrat one.

Consultation on Esh Winning redevelopment "a complete farce", says MP

28 May 2008
Residents in Esh Winning are being faced with a fait accompli after the City Council brought forward plans to redevelop part of the village. As part of the Esh Winning Masterplan properties in the Oaks, Rowan Court and Pine Trees had been identified for regeneration. However, despite promises of consultation on any proposals, residents on these streets recently received notification from the City Council that no further lettings of properties would take place and that they would have to discuss re-housing.

Roberta Blackman-Woods MP (City of Durham) said.

“It is totally bad practice to do this and the City Council should have known better and involved local residents from the beginning."

Young people's consultation on new venue moves on to next stage

24 May 2008
Roberta Blackman-Woods MP has been working with Durham Connexions and Save The Children to consult with young people about new youth services they would like to see in Durham.

Back in November Roberta and the agencies held a consultation event where it was decided by the young people that a new venue in Durham for non-alcohol-related activities was key.

Since then Roberta, Connexions and Save The Children have been running an online consultation to ask the wider community of young people to confirm that this is something they would welcome. The response has been excellent and has confirmed that this is something that young people across Durham want to see. A campaign entitled “Venue 4 U” has been established to take this forward.

Roberta said, "The plans for a new youth venue in Durham are moving forward apace. Thursday's event was another opportunity to get young people’s views on this project.

MP seeks advice over legality of Council’s housing policy

19 May2008
Roberta Blackman-Woods MP (City of Durham) has written to the Secretary of State for Communities and Local Government to ask her to look into the Lib Dem-run Durham City Council’s affordable housing policy which might be illegal.

The MP said, “National planning policy states that any sites of new housing with over 15 units should contain an element of affordable housing. However Durham City Council’s policy states they only need this on sites of more than 25 units. This failure to ensure affordable housing is properly integrated into new developments is making it even more difficult to create sustainable, inclusive and mixed communities throughout Durham City and surrounding villages.

Durham MP launches campaign to change licensing laws

23 Apr 2008
Roberta Blackman-Woods MP (City of Durham) has joined the national organisation, Object, to launch a campaign to change the way strip clubs are licensed. Currently these clubs are licensed in the same way as pubs and bars, and local authorities often have difficulty turning applications down where they think it would be inappropriate to site one of these clubs. Roberta and the campaign believe this needs to be changed. The MP will be introducing a 10 Minute Rule Bill to the House of Commons in the coming weeks to raise this important issue.

Roberta said, “In Durham a lap dance club application was passed by the City Council and only after a huge amount of work by local people and myself did this get overturned by the Magistrates’ Court and now that decision is being challenged in the High Court. It’s not impossible for Councils to turn these applications down, but it is difficult, and I think it should be easier."

The MP has been promoting the idea of free school meals in parliament for some time, and has urged the Government to look at funding pilot schemes to see what would work here in Britain.

Roberta said, “On a visit to Sweden I saw first-hand how integral lunch time is to the school day: there is a set period of time for eating lunch followed by indoor and outdoor play. The MP for the City of Durham, Roberta Blackman-Woods, has once again picked up on the City Council’s failure to provide affordable housing – this time on plans to redevelop council offices at Byland Lodge.

Roberta said, “It is an absolute outrage that the City Council feel they can dodge the issue of affordable housing. Durham has unjustly suffered in recent years due to the failure of the City Council to adopt a strong stance on the provision of affordable housing. MP outraged at waste of council tax-payers’ money

04 Mar 2008
The appeal to the High Court supported Durham City Council against the creation of unitary councils by Congleton council has not surprisingly collapsed today. The High Court decision means that preparations for the new unitary council for County Durham can now progress as planned. Unfortunately, Durham City Council’s decision to pour money into hopeless legal challenges in the hope of preserving their own position means that thousands of pounds of tax-payers’ money has been wasted.
Roberta said, "The Liberal Democrat-controlled Durham City Council gave away £10,000 of Durham tax-payers’ money to help a Cheshire council appeal against a unitary decision in their area. In addition to that they have spent money on their own appeal, and have thrown money at another hopeless challenge in conjunction with Shrewsbury Council. Each of these appeals has resulted in the original decision to allow the County Council’s bid for unitary status to stand."

Roberta Blackman-Woods MP (City of Durham) today visited Belmont School Community Arts College in her constituency to present a cheque from the Bahrainian Embassy in London towards the cost of the school’s recent visit to that country.

The school has formed close relationships with schools in Bahrain and central Baghdad as part of the British Council’s Connecting Classrooms UK-Middle East scheme and pupils and teachers from the school visited Bahrain last year for an intensive Arabic course and to learn about the island nation’s culture.

The school approached the MP about ways to fund the trip, and she contacted the Embassy to see if they could help. Roberta today presented the school with a cheque for £3,150.

Roberta said, "It was fascinating to hear from the students about their trip. They talked to me about the Arabic lessons they attended and the experiences they had while in Bahrain. The students seemed to find the lessons very interesting, and will no doubt their new language skills will prove to be very useful too."

MP says take up the green challenge!

12 Feb 2008
Roberta Blackman-Woods MP (City of Durham) has today pledged support for the Big Green Challenge, a £1 million competition from the National Endowment for Science, Technology and the Arts (NESTA) to encourage people across the UK to work together to tackle climate change.

Designed to develop home-grown ideas into UK-wide carbon-cutting initiatives, the Big Green Challenge is open to groups of people and not-for-profit organisations of all shapes and sizes who can think of new ways to reduce the carbon emissions of a community.

Applications for the Challenge open until the 29th February 2008 and Roberta is keen to encourage local groups from Durham to put forward their green ideas to be in with a chance of winning a share of the £1m prize fund on offer.

Roberta said, "I would like to personally encourage groups in Durham to put their heads together and come up with some ideas for a chance to win substantial funding to help improve our local environment. I know that many groups locally have the most amazing environmental campaigns including Friends of the Earth and the University Sustainable Living Action Group who are currently campaigning to reduce our reliance on plastic bags by encouraging supermarkets to offer alternatives, but there are plenty of others including in Durham’s villages where groups are working to preserve hedgerows and walkways, for example."

MP welcomes recognition of Durham’s potential in regional plan

06 Feb 2008
Following the publication of the latest version of the North East’s Regional Spatial Strategy MP Roberta Blackman-Woods (City of Durham) has welcomed the inclusion of Durham as a designated site for sustainably developing tourism opportunities. Durham City is home to one of only two World Heritage Sites found in the North East of England and the strategy further recognises the important role such iconic sites play.

Roberta said, "The latest draft RSS has been improved in a number of key areas, such as the inclusion of a reference to the Tursdale freight depot, the increase in housing allocations and the increased potential for expansion at NetPark, but just as important is the crucial commitment to developing, in a fashion that enhances the natural and built environments, the places in which we live and work."

MP welcomes changes to regional plan

06 Feb 2008
Roberta Blackman-Woods MP (City of Durham) has welcomed a revised Regional Spatial Strategy (RSS) which has been published today and has been put out for a public consultation lasting 8 weeks until 2 April 2008. She is pleased that her efforts and those of others to get an improved version of the document, including raising the issue in Parliament and participating in local lobbying events, have paid off.

Roberta said, "I am very pleased that the Government has listened to representations from a wide variety of people in Durham including the County and District councils, fellow MPs and myself, to allow for the possible development of the Tursdale Rail Freight Depot in my constituency. It is good news that the Government has opened the door to this development after it was slammed shut, but we need to keep pressing them on this issue. We would agree that any possible development of Tursdale would need to take note of the growth of Teesport, how it would fit in with other priorities on the rail network along with the impact on Durham City. I will be urging all interested parties in the region to make the case for Tursdale as soon as possible and certainly before the end of the consultation period."

Roberta raises science funding with Minister

11 Jan 2008
Roberta Blackman-Woods MP (City of Durham) spoke in the House of Commons yesterday to put a question on science funding to the Secretary of State for Innovation, Universities and Skills, John Denham MP. Roberta has already raised concerns that some science academics in Durham have about changes to science funding directly with the Minister in a brief meeting with him, and has also written on their behalf to the Science Minister, Ian Pearson MP.

Durham University is one of England’s foremost institutions in science research, especially physics, and possible changes to science funding allocations could have serious implications.

Roberta said, "I raised this issue in the House because it is of great importance to Durham University and especially to the many scientists who are working on cutting-edge research in the City. While the Minister is not able to direct how Research Council money is spent as this would interfere with academic autonomy, he has referred the matter of science funding to an inquiry which I believe is a positive step. I do hope that this review will recognise the key role that science research has in many higher education institutions like Durham, and that the UK needs to stay at the top of the global game in this regard."

MP speaks up for village green

11 Jan 2008
Roberta has voiced her support for local residents in Witton Gilbert who are hoping to have the green space in their village officially recognised as a village green.

Durham City Council, who currently own the green, have given planning permission for it to be built on. Local people were furious at the potential loss of green space and started procedures to have the site formally recognised as a village green in order to protect it from the bulldozers. The final decision will be made by Durham County Council, but they have appointed a non-statutory inquiry to hear the evidence which took place today.

Roberta said, "I fully support the local residents who want to keep their open green space intact. The City Council have been allowing green space to be built on all across the City and I am pleased that local people have stood up to them."

North East MPs press for affordable housing.

10 Jan 2008
Roberta Blackman-Woods MP (City of Durham) today moved an amendment to the Government’s Housing and Regeneration Bill in order to provide a greater impetus towards sustainable development.

Roberta is currently serving with fellow North East MP and housing Minister, Iain Wright, on the bill committee which is considering this important Government legislation in detail. Both MPs are highly committed to the Government’s agenda of building more affordable homes. This Bill will move us towards that goal by establishing the Homes and Communities Agency.

Roberta said, "I am very happy to support this important Bill but I wanted to see a greater and more explicit commitment to sustainable development and housing in the objectives of the agency in order to strengthen the Government’s approach. That is why I put down the amendment today at the Committee’s first deliberative session and I am pleased that we have had early success with it and that it gained cross-party support. The Minister said he was very interested in this proposal and will look at it in more detail."

MP calls for gospels explanation

Roberta said, "I welcome the issue of the return of the Lindisfarne Gospels back onto the agenda. I think it is quite helpful that the intransigent stance taken by the British Library concerning the Lindisfarne Gospels has been highlighted in these emails."
